A report from the Manager of Engineering Planning and Assets dated December 20, 2021, providing an update on Phase One of the 7th Avenue Greenway Project, was provided for the Committee’s consideration.

Brian Patterson, Consultant with Urban Systems, provided a PowerPoint presentation on the first phase of the 7th Avenue Greenway Project, including design options, feedback from the public, and the preferred preliminary design for the first phase of the project. Allen Xu, Manager of Engineering Planning and Assets, discussed traffic safety improvements, project funding and grant opportunities, operational considerations, and the project's next steps should Council support the project moving on to the next phase. Mr. Xu noted that the project needed to be completed by March 2024 in order to qualify for the full grant amount available from senior levels of government.

Discussion ensued, and the Manager of Engineering Planning and Assets answered the Committee's questions in regards to traffic disruptions during construction, project cost estimates, parking options on 7th Avenue and adjacent laneways, and access to the Leisure Centre from the proposed multi-use pathway.

A report from the Project Manager of the Waterfront Master Plan dated December 20, 2021, detailing the preferred Land Use Plan for the Waterfront Initiative was provided for the Committee’s consideration.

The Project Manager of the Waterfront Master Plan and Carla Guerrera, Founder & CEO of Purpose Driven Development, provided a presentation that included:

  • key features of the preferred Land Use Plan;
  • the vision for the Waterfront and key priorities;
  • an overview of the Mission Waterfront Revitalization Roadmap and subsequent implementation plans; and
  • a comparison of City driven and planned development and City planned and developer driven development.

A report from the Corporate Officer dated December 20, 2021, regarding the disbursement of a 2021 Community Event Grant to the Stave Falls Community Association was provided for the Committee’s consideration.

    That, notwithstanding the special condition noted in Council resolution RC21/238, the 2021 Community Event Grant in the amount of $1,000 be disbursed to the Stave Falls Community Association.

A report from the Chief Administrative Officer dated December 20, 2021, detailing the proposed “Coffee with Council” sessions for 2022, was provided for the Committee’s information.

A report from the Deputy Chief Administrative Officer dated December 20, 2021, detailing the progress of the Central Neighbourhood Plan, was provided for the Committee’s information.

The Deputy Chief Administrative Officer provided a presentation that included information related to the establishment of walkable neighbourhoods, natural spaces and park spaces, street networks, community facilities, and residential land uses including high, medium and low-density options in various neighbourhoods.

Discussion ensued, and the Deputy Chief Administrative Officer answered the Committee’s questions in regards to density and lot sizes, public transit opportunities, municipal services and future population growth, and communication strategies for land owner engagement.

A report from the Senior Planner - Land Use dated December 20, 2021, regarding the proposed housing agreement for the property located at 33920 Barker Court, was provided for the Committee’s consideration.

A report from the Planner dated December 20, 2021, regarding a development application for the property located at 7658 Taulbut Street, was provided for the Committee’s consideration.

The Manager of Planning answered the Committee's questions in regards to tree removal, setbacks, and driveway access. Mr. Publow noted that the property had previously received approval from the Province to build within the watercourse setback. He clarified that the proposed variances would not impact the setback on the south end of the property, which was the standard setback under the Urban Residential 558 Zone.

    1. Section 901 D.3. by reducing the minimum setback from all Undevelopable Areas from 6.0 m (19.7 ft) to 0.0 m (0.0 ft); and
    2. Section 901 F.2. by increasing the permitted Floor Space of the uppermost Storey from 80% of the Storey below to 115% of the storey below it,

    of Zoning Bylaw 5949-2020 be approved.

The following resolution was released from the Closed Council meeting held on December 6, 2021:

Mission Community Heritage Commission Appointment

Ms. Charlotte Lightburn has been appointed to the Mission Community Heritage Commission for a two (2) year term, commencing on December 6, 2021.

Council reviewed a letter dated November 30, 2021 from Board of Directors of the Mission City Farmer's Market detailing attendance and sales at the farmers market events over the past year as part of their annual reporting obligations as a 2021 municipally funded grant recipient. 

Council provided updates on recent events, committee and association meetings.

Councillor Gill introduced his motion to Council and provided his rationale.

The Director of Development Services noted that staff would be able to present Council with information on the BC Step Code at an upcoming workshop scheduled for January 24, 2022.
